FEDERAL DISTRICTS: POLITICAL PROBLEMS OF CONSTITUTIONAL AND LEGAL STATUS
The article reveals new variants of implementation of the state regional policy after the formation of federal districts in Russia. For a clearer presentation of strategic objectives of such state policy, the concept of "internal geopolitics" is put into circulation and the content of this concept is explained. The author comes to the conclusion about the fundamental transformation of the primary constitutional model of federal relations after the approval of a new level of state regulation of social problems.

NOVELTIES IN THE ACTIVITY OF LOCAL ORGANS OF SELF-MANAGEMENT IN THE REPUBLIC OF KAZAKHSTAN
In this article novelties and constitutional legal status of local representative bodies of the Republic of Kazakhstan which for implementation of the functions create the device which is carrying out organizational, legal, material and other support of the maslikhat and its bodies, assisting deputies in implementation of their powers is investigated. Authors have tried to study and generalize activity of public servants of the device of the maslikhat, to analyze the system of local representative bodies which includes regional, regional, city, regional in the cities of maslikhat. In article various points of view of the famous Russian and Kazakhstan scientists in this area have been carefully analyzed and also necessary normative legal acts on the studied perspective are studied.

The article, written in the year of the 25th anniversary of the Constitution of the Russian Federation, touches upon the actual problems of modern federalism, once again analyzes and reveals theoretical foundations of the unity of the system of state power in the Russian Federation in the conditions of delineation of the subjects of competence and powers between federal and sub-federal bodies of state power.

MIGRATION PROCESSES IN THE RUSSIAN FEDERATION IN THE CONTEXT OF IMPLEMENTATION OF THE STATE NATIONAL POLICY
In the article, the author analyzes migration processes in modern Russia. He notes that one of the factors that significantly reduces effectiveness of the settlement of ethno-conflict situations in the Russian regions and abroad is the growing migration processes. In modern conditions, large-scale ethnic migration processes represent a new global challenge playing a decisive role in deepening social stratification of Russian society, in the growth of ethnic and religious tension and sometimes become major factor determining positive or negative development dynamics of entire regions of the Russian Federation. In these circumstances, Russia has become an important link in the chain of global migration systems.

MODERN SOCIO-POLITICAL MOVEMENT: THE PROBLEM OF UNDERSTANDING THE CONCEPTS AND THEORIES
The main question that is addressed in the article, is not whether applied to the analysis of OPD theory positivistic or, on the contrary, the simplified versions of interpretation of the essence of phenomena, and whether they are sufficiently relevant to cover the vital areas of socio-political movements, the role and significance of which tend to the rapid growth. According to the research results shown that: a) the notion of "public-political movement" has a direct relationship to the modern theory of politics and political theory; b) the proposed General framework of the theory of this concept applicable to the analysis of the current situation in the world and in Russia in particular.

GLOBAL HUMANITARIAN CHALLENGE AND RUSSIA'S HUMANITARIAN STRATEGY
This publication is an innovative review of the concept of a global humanitarian challenge in relation to the practice of solution of the urgent problems of Russian foreign and domestic policy. The global humanitarian challenge among other global challenges defines the challenge of intelligent human identity. The author notes that it is associated with the basic global problem – mental problem, conditioned by the deformation of meanings, posing a threat to the existence of mankind as Homo sapiens species and hindering its sustainable development. It is stated that the inability of the modern global socium to give an adequate response to this challenge without using intelligible humanitarian (Sap-Hume) technologies is manifested in the form of a crisis of consciousness, which is the basis of the general systemic crisis of human development. It is concluded that the innovative definition of the global humanitarian challenge allows to identify the anthropogenic factor of the threat to the existence of mankind as the main danger to the world community of nations and clearly define the essence of humanitarian security as a mental phenomenon. It is emphasized that in modern Russia this challenge is imposed on top of the serious internal problem of the country's development – the internal Russian semantic and ideological crisis, first of all, in the national sphere, which provokes activation of manifestations of multidirectional protest potential of the society. Taking this into account, the author proposes a set of practical measures aimed at strengthening the country, uniting the Russian nation and increasing its authority and global influence.
