FEDERAL DISTRICTS AND THE TRANSFORMATION OF THE REGIONAL POLICY OF MODERN RUSSIA

The article analyzes the transformation of the institution of Plenipotentiary Representatives of the President of Russia in the subjects of the Federation into Plenipotentiary Representatives of the President of Russia in the federal districts that have taken place over the past 22 years. The idea is emphasized that despite the transformation of these administrative units into a serious level of regional and federal state administration, their legal status has not changed when amending the 2020 Constitution. This institute and all its structures are still functioning only on the basis of the Decree of the President of the Russian Federation on the formation of federal districts. All this may indicate political and legal instability, weak autonomy, and even debatability of the legal status of this level of government.

FROM THE EMPIRE OF CHINGIS KHAN TO THE EXPENSES OF ULUG OF THE GREAT ULU: LEGAL SOURCES

The topic of the formation of the Empire of Genghis Khan and the Ulus of Jochi in the first half of the XIII century was and remains one of the most discussed problems in political and legal history. There are still few professionally prepared works on the genesis, functioning and disintegration of this state, which is huge in its territory and consequences. The peoples who created the Great State gave it not an ethnic, but a political and in some ways even a faceless political name for the hordes that replaced each other. There is a perverse stereotype that the population of the state was entirely Mongoloid. Indeed, most of the warriors had a Mongoloid anthropological type. But, for example, the Black Sea Kipchaks, who were called “Polovtsy”, the Turkic Bulgars or Bashkirs, were undoubtedly of a Caucasian or mixed type and origin. There were also many representatives of the Caucasian peoples in the Horde’s population – the ancestors of modern Karachays, Balkars, Kumyks, Circassians, Abazins, Azerbaijanis; Persians, Armenians and Georgians turned out to be part of the state for periods. Among the emirs and even khans, there are persons with the names of Circassians, Sars or Urus. And the first European Cossack, who is revered in modern Cossacks, was called nothing else than “Sary-Ozman”. Most likely, his real name was Sary-Osman (Ospan). One of the great emirs of the Golden Horde was called, for example, Hadji-Circassian, which indicates his proximity to the North Caucasian peoples. Let’s not forget that one of the items of military booty was constantly “moon-faced maidens”, and many representatives of Slavic peoples, Wallachians and Bulgarians served in the foot troops, about whom we are informed by written sources.

HISTORICAL ASPECTS OF LEGISLATIVE REGULATION OF FREE ECONOMIC ZONES IN THE RUSSIAN FEDERATION

Free economic zones, which appeared in Russia at the end of the XX century, have gone a long way in formation and development. Legislation on Free economic zones has been revised several times, eliminating gaps and improving. The article is devoted to the historical aspects of the legislative regulation of Free economic zones in the Russian Federation, the analysis of the regulatory legislation relating to the formation and functioning of free economic zones in the Russian Federation.

SOCIO-POLITICAL COMPREHENSION OF THE CONSEQUENCES OF COMPUTERIZATION AND GENTRIFICATION IN SILICON VALLEY

The article is about the comprehension of the consequences of globalization, urbanization and computerization in socio-political sphere.

Last years digitalization and computerization have affected almost all spheres of social life, including many professions, the range of which is increasing every year. Online communication and online education acquired special relevance in 2020 because of COVID pandemic. Considering of obvious positives of this phenomenon, there are also negative consequences of the active development of IT-sphere.

Growing social inequality accompanies the globalization and computerization processes. Urbanization, gentrification and evolution of cities architecture, which change for the better image of modern cities, make the problem of growing social inequality not obvious. Nevertheless, the basis of globalization is the growth of social exclusion, the result of which are deterioration of the quality of life and rising of poverty scales.

Growing sectors of the economy in global cities facilitate the increase the number of high paid and at the same time low paid working places, leading to the increased social inequality.

Silicon Valley as rapidly developing center of high-tech and knowledge-intensive IT-technologies is the most shining example of rapid social polarization.

Large scale investments can lead to the loss of the cities for their citizens. As a result of gentrification, the real estate’s prices are increasing and new very expensive real estate is arising, and as consequence of these processes former citizens have to leave the city. But it is equally dangerous and the opposite situation of the loss of investment attractiveness of the city. Both situations lead to the social-economical instability.
