REGIONAL AUTHORITY AS A WAY OF SECURING BALANCE BETWEEN FEDERAL AND LOCAL POLITICAL INTERESTS

The article examines the nature of public power and changing perceptions of it over the time. In political science, the view has been established that the state power ensures stability and order in society, protects its citizens from internal and external attacks through the use of different methods, including state coercion and military means. It can be weak or strong, but devoid of organization, it loses the quality of state power, as it becomes unable to carry out the will of the ruling entity in life, to ensure law and order in society.

DRAFT GENERAL PART OF THE NEW CODE ON ADMINISTRATIVE OFFENCES OF THE RUSSIAN FEDERATION: EVOLUTION OR REVOLUTION?

The article is devoted to the analysis of the provisions of the draft General Part of the Code on Administrative Offences of the Russian Federation (Administrative Code). The author pays special attention to the "novelties" of this Draft Code in comparison with the current version of the Administrative Code. The author comments on the Draft and proposes his own transformations of the Draft Code provisions.
